I believe that a full blown parlaiment for Wales is a stepping stone to independence.
One way or another, we are going to get it, If Scotland decides to go for it then that will probably mean the dissolution of the Union and if England votes for it's own full blown English parlaiment then complete break up of the UK is not far after that.
I was mean't to add in my previous post that we'll get independence if the people of Wales vote for it also (as well as if Scotland votes for it or if England votes for their own parlaiment).
