Assembly Members 'lack skills,' says ex-MP Adam Price

A former Plaid Cymru MP often tipped as a future party leader has attacked the quality of Welsh assembly politicians.
Adam Price, who stood down as MP for Carmarthen East and Dinefwr, said Senedd politicians "lacked skills".
He said voters were not being offered a strong enough choice of candidates in next year's assembly election.
Political parties in Wales have criticised his comments, with the Welsh Lib Dems accusing him of "belittling" the assembly.
Mr Price, who had been tipped as the next leader of Plaid Cymru, stood down at the general election after serving two terms at Westminster.
In 2004, he led a high-profile attempt to impeach former Prime Minister Tony Blair over the Iraq war.
In 2007, he was one of the authors of the One Wales Agreement, the basis of the current Labour-Plaid coalition and has not ruled out standing in the 2011 Welsh assembly election.
'Small gene-pool'
He delivered his attack on current politicians at the Welsh assembly by telling BBC Wales' CF99 programme for S4C that a "lack of skills amongst politicians is making it difficult to tackle big economic challenges".
He said: "The gap between the problems we face in Wales and the skill-set of the people we're drawing in to politics is huge"
Mr Price, who is currently pursuing a scholarship in Harvard University, accused political parties of drawing politicians "from a vanishingly small gene-pool".

Plaid Cymru's deputy leader Helen Mary Jones said the assembly was a "better representation of Welsh society than Westminster".
She said: "Plaid Cymru believes that politicians should be representative.
"We've worked hard over the years to ensure that our candidates are drawn from across society and bring with them a variety of skills and experience."
'Walks of life'
A Welsh Labour spokesperson said: "We celebrate the fact that people from all walks of life have a role to play in our party and in our government - that, for us, is what democratic socialism and devolution are all about."
A spokesperson for the Welsh Liberal Democrats said: "It's unbelievable that Adam Price from Plaid Cymru has said this.
"We have to remember that Adam Price has never been a member of the assembly, has never sat in on any committees, and has never taken part in any debates in the chamber to discuss the budget or any issues that impact the lives of people in Wales."
Welsh Conservative leader Nick Bourne said: "Welsh Conservatives wholeheartedly agree that our 60 AMs should come from a wide range of skill-sets, properly representing the country we live in."

Cornish Campaign Update

The Parliamentary Voting Systems and Constituencies Bill has now passed the House of Commons, and without including an amendment that crucially could have protected Cornwall. Cornwall was discussed, and and the issue provoked the greatest number of MPs voting against the Government since the election, including all six Cornish MPs, but was defeated 315-257. 

However on the back of this strength of feeling shown by MPs, and of the regional and national coverage we have received, the campaign fights on into the House of Lords. The second reading is on 15th November which will mark the start of a process that will take weeks, and possibly months. We are already lobbying Lords directly, as well as sympathetic MPs and anyone else who might be able to help. It will not be easy, but the battle is not over and we do still have a real chance of getting the bill amended to respect Cornwall s boundary.

However we do also need your help. It s great how many of you have already written to The Prime Minister and to The Deputy Prime Minister. Please keep writing inform David Cameron again about the importance of retaining Cornwall's territorial integrity but also it is important to write to the Lords responsible for the Bill in the House of Lords.  It is vital to make those in both Houses aware that we do not want this Devonwall constituency imposed:

Prince Charles and the Duchess of Cornwall have visited the Irish Embassy in London

The Prince of Wales has made an historic visit the Irish Embassy in London - the first time a member of the British Royal Family has visited the institution.
Charles, joined by the Duchess of Cornwall, met leading figures from Irish society at a special reception hosted by the country's ambassador, Bobby McDonagh.
Sir Terry Wogan described the visit as "significant", saying he believed it would lead to a widely anticipated trip by the Queen to the Emerald Isle.
The much loved BBC broadcaster said: "In view of the fact that his mother, Her Majesty the Queen, will be visiting Ireland next year - or so I hear - this is significant.
"I've been in Ireland a lot this year doing a documentary for BBC television on Ireland and there is a lot of anticipation.
"You've got to understand despite 700 years of oppression, starvation and immigration the Irish still have an enormous affection for the English.
"This is an historic thing, the Queen will undoubtedly get a fantastic reception in Ireland."
Among the guests were Irish celebrities who have become household British names from Sir Bob Geldof, former Formula One racing boss Eddie Jordan, singer Val Doonican and comic Patrick Kielty.
Northern Ireland MPs and peers were also at the event held at the building in London's Belgravia.
The prince is known to have an interest in Ireland and its people and has met many members of Britain's various communities from the Polish to Asian before the visit.

– CELEBRATING SIXTY YEARS –

Mebyon Kernow – the Party for Cornwall was founded on 6th January 1951. To mark
our important 60th anniversary, a commemorative publication is to be produced and a
celebratory event will be held in January 2011.

THE COMMEMORATIVE PUBLICATION

This publication is presently being written and it will be an A4 booklet. It will include
numerous photographs, press clippings and other images from the 1950s through to the
present day. It is anticipated that the cost of the booklet will be about £7.00.

Members and supporters can show their support for this initiative by pre-ordering the
booklet at the slightly inflated cost of £10.00. Everyone who shows their support in this
way will have their names listed in the booklet as supporting subscribers.

ANNIVERSARY EVENT

On Saturday 22nd January 2011, MK will be hosting an evening event at the Lowenac
Hotel in Camborne to celebrate the Party’s 60th anniversary. It will include music and other

Why is Labour so hostile to Cornish devolution?

We all know that when Labour was pushing for devolution to the artificial government zones, the South West Region being one of them, Labour absolutely refused to consider Cornwall only devolution even after receiving the petition for 50,000 signatures calling for a Cornish assembly.

It's no secret that the Labour government was highly embarrassed by UK's rejection of their plans for regional assemblies whilst Cornwall was the only territory to show any real interest. I should be noted that at the time Jude Robinson, Charlotte MacKenzie and the rest of Cornish Labour, now all ardent defenders of Cornwall's territorial integrity, did not supported the creation of a Cornish assembly but rather wished to see Kernow disappear within a much larger South West government zone run from Bristol. No political opportunism there then.

Has anything changed in their inflexible attitude? Following a Twitter conversation with some local Labour activists I fear not. At least two Labour supporters [1][2] resident in Cornwall were incredulous that Cornish devolution should even be considered. The usual attacks then followed including the accusation that "isn't it all a bit isolationist wanting to cut Cornwall off?" or words to that effect. I think I was accused of some form of racism at some point as well. Anyway, when I pointed out to them that Labour had championed Scottish, Welsh, Northern Irish and English regional devolution, in other words and following their logic 'isolationism' the conversation was cut short. Funny that.

It should also be noted that during our exchange a Labour activist who has access to my personal details, I suspect via Facebook, was quick to provide our two Labour ladies with information about my private life which they happily employed against me in our debate. Thanks for that CM how very moral of you.

I pose this question now as from Labours ranks can be heard rumblings of English regional devolution once again. One example is this speech to the Cambrian Society from MP David Blunkett where he proposes a Yorkshire assembly. Equally we have -The real battle for the future of the English regions is just beginning- by Kevin Meagher on Labour Uncut. Of course in both examples no mention is made of Cornwall. One has to ask why. They are not totally ignorant of our campaign. The petition of 50,000 certainly got their attention. So why their deliberate refusal to discuss Cornwall in the context of the debate on devolution and the English question?

My prediction? Devolution to English regions will be part of Labours election promises in their attempt to retake power in future election battles. They want to finish the job the started with devolution to Scotland, Wales and the Six Counties, but what form will their regions take? Will they show a little more flexibility on what they consider a region? Let me suggest some election promises for Labour to make in Kernow:

1) Return Cornwall's territorial integrity.

2) organise a referendum on Cornish devolution.

If you give us this you'll win in the Duchy.

Cymru Needs You!

Friend,
Today marks an important landmark - exactly 6 months until the Welsh general election.
Over 10 years ago, at the opening on our National Assembly in 1999, the group The Alarm sang a new version of their famous song called 'A New Wales'.  The emotive words "Great is the need for a new Wales" signaled the new beginning of democracy in our country with the birth of our Assembly. 
Ten years on, against the backdrop of cuts and economic crisis, the call for a new Wales is very much rekindled. The need for a proper parliament and fresh ambition and to meet the challenging times ahead has never been greater.
I'm sure we'll all be cheering for Wales on the rugby pitch over the next month of autumn international, but I'm also asking you to join with me and ensure that we're equally as vocal for Wales off the pitch over the coming months.
The next 6 months give us an opportunity move towards this new Wales. We need to be cheering as loudly for a YES vote in the referendum as we do when Shane Williams crosses the line for a try, and  need to be as vocal in our communities about Plaid's ambition for Wales as we are when Stephen Jones slots over the winning kick.
Our nation deserves nothing less.

Labour Party suspends Phil Woolas

Former immigration minister Phil Woolas was suspended from the Labour Party tonight after an election court found he made false statements about an opponent in May’s general election.
Deputy leader Harriet Harman said it was “no part of Labour’s politics to try to win elections by telling lies” and the party said it would not support any appeal.
The Labour MP was stripped of his seat and barred from the Commons for three years under the ruling – the first of its kind in 99 years – but said he would seek a judicial review.
Experts said the verdict was a “serious warning” to all politicians that would change the way future election campaigns were fought.
Ms Harman, who is also party chair, said: “The court has found that Phil Woolas said things that he knew were untrue during his election campaign.
“It is no part of Labour’s politics to try to win elections by telling lies. We believe in good community relations – in fact that is central to our politics - and Phil Woolas has been suspended from the Labour Party.
“The legal precedent set by this court judgment raises complex issues, including the dividing line between justified political debate and unacceptable remarks.
“This is an issue for all political parties, and Labour will ask the Electoral Commission to look at this.”
Mr Woolas announced after the judgment that he would seek judicial review of the decision,
But a Labour spokesman said the party “will not be supporting any review or appeal”.
The specially-convened election court had heard that Mr Woolas stirred up racial tensions in a desperate bid to retain his seat in Oldham East and Saddleworth.
His campaign team was said to have set out to “make the white folk angry” by depicting an alleged campaign by Muslims to “take Phil out”.
Liberal Democrat candidate Elwyn Watkins mounted the rare legal challenge over the statements made in a pamphlet and two mock newspapers distributed in the final stages of the election.
Mr Woolas won on May 6 by just 103 votes.
A fresh election will now be held for the seat.

Two High Court judges today ordered a re-run of this year's General Election campaign over Phil Woolas' Oldham East and Saddleworth seat.

Mr Justice Teare said: "In an election address entitled The Examiner, the respondent (Mr Woolas) made a statement of fact, the meaning of which was that the petitioner attempted to woo, that is to seek, the electoral support of Muslims who advocated violence, in particular violence to the respondent.
"In a further election address entitled Labour Rose, he made a statement of fact the meaning of which was that the petitioner had refused to condemn extremists who advocated violence against the respondent.
"We have concluded that both of these statements, although made in the context of an election and said to arise from a political position adopted by the petitioner, were in relation to the petitioner's personal character or conduct.
"In our judgment to say that a person has sought the electoral support of persons who advocate extreme violence, in particular to his personal opponent, clearly attacks his personal character or conduct.
"It suggests that he is willing to condone threats of violence in pursuit of personal advantage.
"Having considered the evidence which was adduced in court we are sure that these statements were untrue. We are also sure that the respondent had no reasonable grounds for believing them to be true and did not believe them to be true.
"We also found that (in) an earlier election address the respondent had made a statement in fact, namely, that the petitioner had reneged on his promise to live in the constituency. This too, although made in the context of an election and said to arise from a statement made by the petitioner as a candidate in that election, was in relation to his personal character or conduct.
"It suggests that he is untrustworthy. The statement was false and the respondent had no reasonable ground for believing it to be true and did not believe it to be true.
"It follows in our judgment that the respondent is guilty of an illegal practice, contrary to section 136 of the Representation of the People Act 1983 with regard to those statements."
He concluded: "The consequence of our finding that the respondent is guilty of an illegal practice with regard to the statements we have referred to is that, pursuant to section 159(1) of the Act, his election as Member of Parliament for the constituency of Oldham East and Saddleworth is void and we have so reported to the Speaker of the House of Commons.
"We are satisfied that the statutory penalties for the illegal practices committed by the respondent are both necessary and proportionate, having regard to the seriousness of the statements made with regard to the petitioner's alleged attitude to the Muslim extremists who advocated violence."
The judges made no reference to the sanctions on Mr Woolas, although it is thought he could be barred from public office for a period of time.

Sinn Fein Opportunity

The Government has bowed to unprecedented pressure from the courts and agreed to a long-awaited by-election in Donegal South-West.Skip related content
The coalition now faces a mammoth battle to retake the seat targeted by Sinn Fein after it was left empty 17 months ago.
The party's Senator Pearse Doherty challenged and defeated the Government in the High Court over its refusal to set a date for the vote, but the Government said it would appeal against the ruling.
Mr Justice Nicholas Kearns supported Sinn Fein's claim that the writ for the by-election should have been moved by now but stopped short of ordering a date to be set.
After a Cabinet meeting Government Chief Whip John Curran said the writ for the poll would be moved tomorrow, with the vote held at the end of month.
"The Government, having heard the views of the Attorney General, has decided to appeal the decision of the High Court in view of the serious issues of constitutional importance raised by the judgment with very significant implications for future by-elections," Mr Curran said. "The Government nevertheless has determined in light of the judgment, to hold the Donegal South-West by-election forthwith and without seeking to await the outcome of the appeal, as it is entitled to do so."
Mr Curran said he would expect the by-election to be over by the end of November, as the Government makes final preparations for the December 7 Budget, expected to be one of the harshest in the state's history. He said Government parties found it difficult to win by-elections but added Fianna Fail would select a candidate as soon as possible and vowed to vigorously contest the campaign.
The Chief Whip said the decision to appeal against the judgment was taken on foot of information from the Attorney General on the separation of powers between the courts and the Oireachtas. The High Court ruled the Government had offended the spirit of the Constitution by failing to hold the long-awaited poll.
"I am satisfied that the delay in this case is so inordinate as to amount to a breach of the applicant's constitutional rights to such a degree as to warrant the court granting some form of relief," said Mr Justice Kearns, High Court President. "Far from the court 'tearing asunder' the provisions of the Constitution by adjudicating on this application, it is the ongoing failure to move the writ for this by-election since June 2009 which offends the terms and spirit of the Constitution and its framework for democratic representation."
Other constituencies awaiting a new TD include Waterford, after former minister Martin Cullen resigned on health grounds, Dublin South, left empty by journalist George Lee, and Donegal North-East, vacated by Dr Jim McDaid.

Last night's news carried the story of the agreement between the UK and French Governments to share aircraft carriers and other military capabilities.  Sarkozy talked about the agreement between France and 'Angleterre', before the voice over translation cut in and appeared to mistranslate it as France and 'Britain'.  I suspect that Monsieur le Président was closer to the actualité, even if more out of ignorance than intent.

The agreement is one between two faded imperial powers, neither of which is able to quite let go of their own conception of their past influence and rôle, despite the fact that neither can really afford to compete in that arena, even if it made any sense for them to do so.  They both wish to maintain the pretence of being 'world powers', although the world which they wish to inhabit is one which disappeared decades ago.

Their so-called 'independent' deterrents are completely useless against any of the real threats facing the world in the 21st century, and aircraft carriers are of use only in an offensive operation - even if they could afford to put any aircraft on them.  So they continue to spend beyond their means on next to useless military hardware, whilst trying to save face and money through a limited pooling of resources.

It really is time for a more modern and realistic appraisal of the role in the world which the countries of these islands could and should play; but, not for the first time, the UK government has, instead, looked for a way of further delaying the inevitable.

You recently made a comment on the Keep Cornwall Whole website and, together, everyone's comments make up a very powerful case for keeping Cornwall whole. Unfortunately the threat to Cornwall's integrity has not yet been removed.  Government has given no assurances, and are at present, unbending in wanting to see a 'one size fits all' approach to determine constituencies - apart, that is, from two constituencies in Scotland. Furthermore, the national borders of Wales and Scotland will also not be affected by this Bill.

MPs will debate Cornwall on Monday, and the Cornish MPs are saying there is everything to play for. If you haven't written to Messrs Cameron and Clegg, please do so. If you have - please write again!  Why not include a Cornish flag (only £1-2 from Trago, or online, or locally) with your letter.  And to further emphasise Cornish distinctiveness please see below for phrases and paragraphs in the Cornish language to use.  (Apparently, the PM is obliged to have a translation of anything he receives in a language other than English).

In summary we argue that to join parts of Cornwall to parts of Devon for Parliamentary purposes would clearly go not only across local boundaries, but also across regional boundaries – some would argue across national boundaries. We strongly urge that Cornwall is included with the other regions which have been granted exception under the provisions of this Bill in order to respect and protect Cornwall's border, and accommodate the very large economic, cultural and social distinctions that exist between Cornwall and neighbouring Devon.
